Grant Shapps: PM is mortified over party fines

Transport Secretary Grant Shapps says he feels the same anger as the public about lockdown parties in Downing Street.

But he adds that Boris Johnson is "mortified" to have been fined by the police but he is "human" and did not "set out with malice to break the law".
