The Home Office is in a "complete mess" and keeps changing the rules over how Ukrainians can get to the UK, the Labour leader has said.

After the prime minister ruled out Britain taking people in without checks, Sir Keir Starmer said an "emergency protection visa would work well”, but it must be “straightforward”.
